Trap, Neuter, Return (TNR)
Trap, neuter, return (TNR) is a humane, effective, and internationally recognised method for managing stray and feral cat populations.
Through this process, free roaming cats are humanely trapped, sterilised by a qualified veterinary surgeon, and returned to their original territory. This prevents the birth of new litters, reduces nuisance behaviours such as fighting and spraying, and improves the overall health and welfare of the cats.
Under Articles 38 and 39 of the Animal Welfare Act 2023,
Local authorities are legally responsible for implementing and enforcing programmes to control and manage stray animals, including cats. TNR is widely recognised as a key component of these programmes.
- Please contact your local authority in the first instance. They will refer you to their TNR partner. Alternatively, you can contact our sister organisation CatnipTNR who operates in the Mojácar and Vera region.
- TNR not only helps reduce the stray cat population over time, but also promotes a more compassionate and sustainable solution to a long-standing issue.
Important: what PAWS-PATAS does and does not do
PAWS-PATAS does not collect, transport, trap, or pick up stray or feral cats.
We are a volunteer run organisation. In relation to TNR and stray cats, we do not provide:
- Cat collection or pickup
- Trapping services
- Transport to or from veterinary clinics
- On site assessments of stray or feral cats
- Home visits for TNR or stray cat situations
Requests asking us to come and collect cats, assess colonies, or attend private locations for TNR cannot be supported.
If you are concerned about stray or feral cats
- Contact your local Ayuntamiento first.
They are legally responsible for stray cat management, including TNR. - Do not contact PAWS-PATAS to request cat pickup or visits.
We do not provide this service. - If the Ayuntamiento confirms support is unavailable, you may request a TNR voucher only by following the process below.
TNR vouchers (financial support only)
PAWS-PATAS operates with a limited TNR budget.
TNR vouchers provide partial financial assistance for sterilisation only.
They do not include:
- Trapping
- Transport
- Handling of cats
- Collection from public or private locations
The person requesting the voucher is responsible for:
- Safe trapping – If needed a trap can be borrowed from the veterinary clinic or from us by completing this form
- Transport to and from the veterinary clinic
- Post-operative care
- Returning the cat to its original territory
If you are unable to manage these steps, a voucher is not appropriate.
How to request a TNR voucher
Email your Ayuntamiento and cc tnr@paws-patas.org
Emails are not case sensitive.
You must include TNR/2026 in the subject line.
Once received, we will issue a TNR request form.
TNR vouchers are issued on a case by case basis, depending on:
- Location of the colony
- Number of cats involved
- Level of municipal support
- Current PAWS-PATAS resources
